This in not strong enough for just our cat to get in. Our neighbour cat can get in too and he doesn’t have a magnetic toggle . How do I keep the other cats out and still let my cat have the freedom to come and go?

I'm sorry the neighbour cat is able to come in.
One reason could possibly be that it has a metal bell or tube (with address f.e.) on a strap. Being metal, that might enough for the counter-magnet in the tunnel to be pulled towards it, thus releasing the lock.
Something also sometimes observed is that some cats find a way to pull the flap towards themselves and then crawling under it. You might try to counter this by (for a limited time) inconveniencing your own cat unfortunately, by turning the manual lock to closed to go outside. Possibly this might discourage the neighbour cat so it looses interest.
If you would have food visible from the outside, moving it to a different place might also have the neighbour cat looking for easier "targets".

Excellent cat flap but it would help if it was easier to buy more magnets, say if you have 2 or more cats.
